From its independence in 1962, until 1985, Algeria through its government gave utmost importance to economic development. In particular, that of the industrial sector. The objective of a stable and consistent industry standard imposed by global requirements prompted the passage through difficult and complex stages of structuring. However, at this time of construction of the country, several research fields in relation to the industrial sector were unknown or untapped, including that of Non-Destructive (NDT).
In fact, at that time was some companies such as SERTAL which activated only in radiography. Other NDT techniques were almost non-existent. Meanwhile, there had a real awareness about the importance of scientific research and its contribution to the development in improving the national economy. For this, few centers and institutes were created and placed at the disposal of their university laboratories for experiments in the context of research, including the Nuclear Energy Institute (NEI) and the Scientific Centre of Nuclear Technologies (CSTN) which was replaced by the Commissariat for New Energies (CEN) in 1982.
Thanks to these institutions, there had considerable progress in the field of research, which prompted the expansion of these structures and the creation of the High Commission for Research (UNHCR) in 1985, which included the development of specialized centers in several fields, including the Development Center of Energy Conversion (DCEC).

Creation of Welding and Non- Destructive Testing Laboratory (LSCND) .Creation of Welding and Non- Destructive Testing Laboratory (LSCND). The creation of Welding and Non-Destructive Testing Laboratory (LSCND) is the proposal of the High Commissioner for Research it was created in 1985 as welding and non-destructive testing laboratory (LSCND), this laboratory depended directly on the Development Centre in Energy Conversion (CDCE). It is the outline of the current CRTI and activated in the field of NDT relied heavily on testing by radiography and offered its services to industry. It also conducted research on the development and upgraded of other techniques for the NDT. The research side was still in the implementation stage and the scientific output of the time consisted of a few scientific and technical reports and some communications.
Human resources which constituted the laboratory were from the integration of employees from different institutions in relation to welding and NDT such as SERTAL, UNHCR, universities and did not exceed a total of 70 employees

Creation of the development unit for welding techniques and nondestructive testing (UDTSCND) according to the decree of January 9th, 1988 .The creation of this unit (UDTSCND) according to the decree of January 9th, 1988. Following the increase skills of UNHCR and the creation of new specialized development centers. This unit was dependent on the Materials Development Center (CDM) which had the prerogative to perfect NDT techniques including radiographic testing, the ultrasonic wave testing, and supervision by complementary techniques without forgetting the development of welding. The importance of this phase is in the expansion of the area of intervention of the laboratory and the awareness of the importance of such techniques development in Algeria which depended almost entirely on abroad.
This unit was transferred to Cheraga and its headquarters consisted of several barracks which sheltered laboratories, workshops and an administrative management and financial service. This required to recruiting administrator staff to achieve a workforce of 123 employees.

Creation of Welding and NDT Research Center by Decree 92-280 of July 6th, 1992. Welding and NDT Research Center was created under the decree N° 92-280 of July 6th, 1992. In the 1980s, UNHCR depended on the Republic Presidency. Its task was the development of research projects which was undertaken at the level of Development Centers. A few times later, this task returned to the Ministry of Higher Education (MES), which took over the part of scientific research to become the Ministry of Higher Education and Scientific Research (MESRS).
This transition was marked by the creation of many research centers including, the Welding and NDT Research Center (CSC). It was at then, when the concept of the scientific research took its real development.
The CSC was established by the Decree N° 92-280 of July 06th, 1992. Its mission is not different from the UDTSCND, nevertheless, the Research Center status gave it the highest profile in the industrial environment and stressed the importance of research on assembly techniques, welding, and non-destructive testing.
The center management was newly created, so a recruitment procedure was initiated to recruiting research assistants and support staff to achieve the human potential of 165 employees.

Built in Public Scientific and Technical character (EPST) by the decree 03-461 of December 1st, 2003, after three years of activity in the field of scientific research, particularly in the development of welding techniques and NDT, researchers and technical support staff of CSC, had accrued considerable knowledge in comparing their small number to their objectives.
In fact, the directorate of the center provided all the necessary materials and guided all its personal efforts to satisfy the criteria of transition to Scientific and Technical public establishment (EPST) by recording over 60 researchers in four research divisions.

Attachment of Siderurgy and Metallurgy Research Unit (URASM) according to the Decree N°. 23 of April 4th, 2006 with the expansion of its operations and its field of intervention, the CSC had to expand its infrastructure and to distribute its work in research units to cover many areas. For this, in 2005, Siderurgy and Metallurgy Research Unit (URASM) was created in Annaba and undertaken research work in the field of steel and metallurgy by developing new products, processes specific systems and technology of iron and steel.
With the attachment of this unit, the human potential of CSC increased to a total of 198 employees.

Creation of the CSC-Expertise Spa under Decree N°. 268 of October 20th, 2010. The creation of the CSC-Expertise was under Decree N°. 268 of October 20th , 2010. With the prospect of ensuring better rapprochement with the socio-economic sector and to separate the research and business activities, the CSC launched a long subsidiary process to create the first dependent company from the research center, CSC-Expertise spa.
CSC Expertise Spa was established on February 18th, 2009, following a strategic decision to outsource the non-destructive testing, inspection activity (NDT) which was the responsibility of the former technical assistance department of CSC which provided services for the industrial sector in the field of welding and non-destructive testing since its creation in 1985.
However, to benefit from the experience and expertise of the center, the new subsidiary incorporated into its staff of engineers and technicians from the research center CSC Cheraga.

Creation of Development Unit of Thin Films and Applications (UDCMA) - Setif according to Ministerial Decree N°. 412 of November 12th, 2012. The Development Unit of Thin Films and Applications (UDCMA) - Setif was created according to Ministerial Decree N°. 412 of November 12th, 2012. CSC created its third research unit, the Development Unit of Thin Films and Applications (UDCMA). In order to expand and structure research activities through the country.
Located in Setif, its main mission is to undertake research work on bulk materials and thin films for their applications in the telecommunications, health, environment and energy.
The incorporation of this research unit required a massive recruitment of researchers and support staff, which allowed the CSC to achieve a staff of 604 employees.
